Ivysaur is the second stage of the Bulbasaur line, and is Bowser Jr's 3rd pokemon. Despite having positive stat changes and even a powerful new move, it is still deemed as weak, and inferior to the other two starters. It evolved when it "defeated" Ash's Pikachu.
